city's east side. here you're going to see it happening at the con ed substation along the east river. fortunately no one was hurt in that explosion but it did knock out power to about a quarter of a million people here in new york city. a spokesman for con ed says that what they're experiencing tonight is the largest storm-related outage in con ed's history. in new jersey, the nation's oldest nuclear power plant was put on alert tonight after rising floodwaters there. that is the oyster creek nuclear power plant. it was already in a regularly scheduled outage, but u.s. nuclear regulators say that they're continuing to monitor the situation there. now, the death toll, there are at least 13 confirmed fatalities because of this storm so far. that number, of course, could rise especially as this cleanup and recovery effort heads into the early morning hours. i'm chris jansing. you are watching msnbc's continuing live coverage of superstorm sandy. we are going to be live throughout the night. we have reporters all across the region. and msnbc meteorologist bill karins on hand here i

have these live pictures here, atlantic city, these are tape pictures, but you can see, look at the water here. some cars moving. atlantic city. we've been looking into atlantic counties, specifically, something like five feet of water on some of these roads and, folks, it will get worse. right now we know of at least 116,000 homes without power. those numbers will obviously change. but i just want to hit home this point, that everything about sandy is huge. you see the system. this is on your screen here. the wind field, this is something we'll talk to chad about, the wind field roughly 900 miles wide, 60 million people all the way from north carolina to maine could be affected by this hurricane. about 61,000 national guard troops have been deployed. the president making the point that a lot of the resources, as best as they can, have been prepositioned in anticipation of this storm. $87 billion worth of homes reportedly at risk. and in manhattan, the new york stock exchange closed today and we know it will be closed tomorrow. also shut down, amtrak, subways in new york, was

more showers moving in across parts of long island and toward new york city and connecticut and still up toward maine. the worst part is that means the wint direction on the surface is out of the southeast, and it will continue to push water in toward this area of the new york harbor where we have seen incredible flooding across parts of manhattan and lower manhattan. big time snows across the area of the central appalachians. we have blizzard warnings here. we have winds that are over 35 miles an hour and very heavy snow. it is reducing visibility. it will be causing drifting conditions. some areas will see well over two feet of snow by the time this is done and maybe even significantly higher than that. the bull's eye of snow is across west virginia. we will see it across tennessee, kentucky and maybe to the north georgia mountains. we will see snow across parts of ohio accumulating by the time this is done. we still have understand winds. winds are gusting across the coastal areas. take a look at these numbers. gusting at 62 miles an hour in cleavland. 53 miles an hour in columbus,

, is there a different type of shuttle that the city is provide? ing >> the satellite parking lots are around the locations where there is either a transit hub or a bicycle rental hub, so they include ucsf, they are a little father from the water front, we have civic center and performing arts garage, which is right on the limited line, we have the downtown garage close to the e and the f line. it is not that we are opening up garages that are closed we are helping the people find the facilitis that tend to have capacity on the weekends and we contacted the garage owner to help to anticipate bigger crowds. they could do it on foot and these augmented transit or i did not talk about park wide. it is a coalition of bike rental companies that have four station areas in san francisco. union square, plaza right by here, the marina green which is a great station for this and golden gate park and the satellite parking lines up nicely with these stations so you could park there and pick up a bike and ride it and drop it off there and take a cab back and get a ride back and that gives you the extra fl
